New County Manager Selected for Tyrrell County

David Clegg is the new county manager for Tyrrell County.

Ken Windley, Interim County Administrator for Tyrrell County introduced Clegg in front of the Board of Commissioners in their Aug 20 meeting.

“David has a undergraduate degree from Hampton-Sydney, a graduate degree from the University of South Carolina, and a law degree from the University of South Carolina. He has had a number of different jobs with the Employment Security Commission. Prior to joining state government, David was County Attorney and Interim County Manager of Brunswick County,” said Windley.

Windley also noted that Clegg served as County Manager of Brunswick County from 1990 to 93.  Prior to county employment, David was in private practice in Sanford.

Clegg’s official website explains that his local government background has included service as Secretary of the Lee County Board of Elections, and as Chairman of the Lower Cape Fear Water and Sewer Authority.

Clegg’s website also notes that he is a member of the NC Citizens for Business and Industry Executive Forum and is a graduate of Leadership North Carolina, a program recognizing emerging state leaders. He served as Scholarship Director of the Miss North Carolina Pageant and participates as a screening committee member for recipients of the NC Teaching Fellows Scholarship

“It is a pleasure to be with you this afternoon and to have the confidence of this Board,” said Clegg.

Clegg noted that 2013 was a very unique time in North Carolina county administration history.

“There are many counties in North Carolina right now which are seeking new leadership in the form of county managers. I think what you are seeing is that Boards are being very clear about has happened in North Carolina’s economy since the Great Recession which began near the end of 2008,” said Clegg.

Clegg explained that now counties are starting to look at more holistic approaches to county government.

“Clearly Tyrrell County is an opportunity waiting to happen. You have clearly made a strategic decision to perfect that vision. I look forward to helping you realize that goal,” said Clegg.

Thomas Spruill voiced his support of Clegg.

“I am really pleased that you are going to be a part of Tyrrell County and some of the changes that are going to take place as the economy changes. We are really looking forward to having you here and working with you,” said Spruill.
