Penny Rhodes Owens,, clerk to the Tyrrell County Board of Commissioners for 12 years, was sworn in March 29 after being elected to a three-year term on the board of directors of the North Carolina Association of County Clerks. Owens is a Certifed Municipal Clerk and a North Carolina Certified County Clerk. She is also assistant to Tyrrell County Manager David Clegg.
