WASHINGTON NOON ROTARY  BIG CATCH: The Washington (noon) Rotary Club was recently treated to a look into the life of a fulltime Inner Banks fisherman, Captain Richard Andrews of Tar-Pam guide Service, who offers year-round fishing charters of the Pamlico, Neuse and Roanoke rivers. Captain Andrews impressed all with his tips on successful catches by knowing wind direction and saline levels, as well as with his knowledge of life cycles and habitats of the fish species of our local waters such as red drum, speckled trout, flounder, striped bass, shad and tarpon.
