Toddler drowns in pool

A boy who would have celebrated his second birthday on Sept. 6 drowned in an above-ground swimming pool at his grandparent’s home on North Phelps Road in Tyrrell County on Aug. 30, Sheriff Darryl Liverman stated.

Deacon Brody Phelps was the son of Gerry and Valene Woodley Phelps of Edenton.

An autopsy was performed, the sheriff stated, “but no charges will be filed; it was a tragic accident.”

Two other children were at the Horace and Denise Woodley residence at the time.

The Tyrrell County 911 Center received an emergency call at 2:55 p.m. on Aug. 30 about a child not breathing.

Tyrrell deputies, state troopers and ALE officers responded. Upon arrival, it was determined that the child had been found unresponsive in a swimming pool at the residence.

The responding officers began CPR on the child. He was transported to meet a Washington-Tyrrell EMS ambulance that then transported him to Vidant Chowan Hospital in Edenton, where he was pronounced dead.
