Billy Ray Phelps, 81, of Creswell, died Saturday, March 4, 2017, at Chowan River Health and Rehabilitation Center in Edenton.

Funeral service was held Monday, March 6, 2017 at 11:00 am at Mount Hermon United Methodist Church with Tom Hallberg officiating. Burial followed in the church cemetery.

Family received friends on Sunday, March 5, 2017 from 6:00 to 8:00 pm at Mount Hermon United Methodist Church and other times at the residence of his daughter Tina.
