At approximately 6:30 p.m. on Thursday, waters on the East end of town had encroached on parking lots at Havens Garden and in the Fun Zone at Backwater Jack’s and Inner Banks Outfitters. At the Main Street bridge crossing Jack’s Creek, the water level was almost even with the bridge. At the same time, water was creeping up Simmons Street not long before sunset.
