City braces for frigid cold and snow; Emergency plan in place for the homeless

During an impromptu meeting of the Washington Human Relations Council, an emergency plan was adopted to address the needs of the homeless or emergencies where someone loses power and is without heat.

“The emergency meeting this morning proved to be a grassroots community effort,” said Jonathan Russell, Washington City Manager. “There were those from the Human Relations Council, representatives from community organizations and nonprofits, faith-based groups, concerned citizens, and city officials. The goal was to come up with an immediate plan to ensure that those known to not have a roof over their heads have a place to sleep and get a warm meal.”

The city will utilize all space available, including local hotels. It will also provide them with transportation to the temporary shelter and will assist the Zion Shelter and Soup Kitchen with limited food distribution. 

Community partners and volunteers have begun the process of identifying homeless individuals and making sure they get them to a safe, warm environment for the next three nights. Those who lose power will be reviewed on a case-by-case basis.

Anyone who knows of someone who is or is suspected to be homeless, is personally in need of emergency services, or would like to volunteer, they are asked to call Darwin Woolard at 252-375-8531. Woolard will be the central point of contact to get people connected with the right resources.

“We will continue to monitor the weather conditions and adjust the level of response as needed,” said Russell. “The faith-based community, along with other city and community organizations, are all working together to fill any gaps that are identified.”
