Mr. Francis Carroll Keel, 78, of Pine Street, Oak City, died Tuesday, Dec. 15, 2009, at home. A graveside service will be conducted at 11 a.m. Thursday in Bethel City Cemetery with the Rev. Garland Latham officiating. The family will receive friends at the home. Arrangements are by Walker Funeral Home of Windsor.
