How do they do it?

I am formerly a resident of New York, N.Y.

I am wondering why the City of Washington utility bills are so high. There was a time, last year when their system went down at their site, and many people were not getting their light bill. To my surprise the bill came two weeks later after that occurred, and the bill was increased. Something needs to be done about the increasing of that particular problem, but the people at the utility office made all kinds of excuses.

We need to live comfortably even though the economy is not improving, but the cost of energy is. But there is still food on the table and a roof over the head, something that is very important. I often wonder about the City of Washington. How do they do it?
