Frances S. Payne

Frances Steen Payne, 85, of 364 Mt. Pleasant Village Road, Engelhard, died Saturday, September 28, 2013, at Cross Creek Health Care Center in Swan Quarter where she had been a patient for a few days.
Born in Norfolk, VA, April 26, 1928, she was the daughter of the late Emmanuel (Mannie) and Martha Weston Steen. She was married to Archie M. Payne, who survives.
Frances was a devoted wife and was known to be a kind and loving person to all who knew her. She was faithful member of the former Bethany United Methodist Church at Gull Rock through the years and enjoyed fishing along the Outer Banks of North Carolina.
A funeral service will be held at 2:00 p.m. Tuesday at the family plot in Brooks Cemetery at Gull Rock. Steve Bryan and Sam Eburn, Jr. will officiate.
Surviving in addition to her husband are a son, Leroy M. Payne and fiancee Linda Leverett of Washington; two daughters, Lucille P. Lassiter and husband, Ronnie of Gasburg, VA and Ann P. O’Neal and husband, George of Buxton NC; six grandchildren and eight great-grandchildren.
She was preceded in death by a son, Archie M. Payne, Jr. who died as an infant, and a sister, Madeline McHarg.
