Ms. Jessie Carol Smith Weatherly, 69, a resident of Washington, died Thursday, Oct. 13, 2016, at her home on. In accordance to her wishes, there will be no visitation or funeral service. A private burial in Oakdale Cemetery will be held at a later date. Arrangements are by Hillside Funeral Service & Cremations.
