Hazel Elizabeth Phipps, 85, of Jacksonville, died Friday, Dec. 23, 2016, in Washington. She was preceded in death by her husband, Owen Phipps. A memorial service will be Wednesday, Dec. 28, 2016, at 2 p.m. at Jones Funeral Home chapel. She is survived by her son, Joseph C.
