The North Carolina Chapter of the Soil and Water Conservation Society presented Howard Phillips, manager of Pocosin Lakes National Wildlife Refuge, with its Natural Resource Enhancement Award for his leadership in restoring wetlands on the refuge. Dale Threatt-Taylor, president, Phillips and Society member Bob Glennon were on hand for the award presentation.
