Aviation fuel contract awarded

Washington’s City Council, during its meeting Feb. 12, did not go with the low bid to provide aviation fuel to Washington-Warren Airport.
The city opened bids from three aviation fuel suppliers — Eastern Aviation Fuels, AVFUEL Corp. and Campbell Oil Co. — Feb. 1. in the public-works office at City Hall. The council awarded a five-year contract to Eastern Aviation Fuels. The contract runs from Feb. 28 through March 1, 2023.
“Campbell Oil Company is the apparent low bidder by price per gallon and the signing bonus. After evaluating the overall bid packages, I recommend the city continue to purchase fuel from Easter Aviation Fuels due to transition cost to a new supplier and a fuel truck rental savings,” wrote Frankie Buck, the city’s public-works director, in a memorandum to the mayor and council members.
Campbell Oil Co.’s bid to provide Jet A fuel was $2.14 per gallon, followed by Eastern Aviation Fuels at $2.23 per gallon and AVFUEL Corp. at $2.25 per gallon. Campbell Oil Co.’s bid to provide AV 100 LL fuel was $3.07 per gallon, followed by Eastern Aviation Fuels at $3.23 per gallon and AVFUEL Corp. at $3.33 per gallon.
The city also sought bids for leasing the airport a stainless-steel jet-refueling truck with a minimum capacity of 500 gallons and a maximum capacity of 3,500 gallons and fully equipped for flight-line fuel servicing. Campbell Oil Co.’s bid was at $38,400 for five years (first year free then at $800 a month). AVFUEL Corp.’s bid was $79,800 for five years (three months free then at $1,400 a month) Eastern Aviation Fuels’ bid was $30,000 for five years (at $500 a month).
Eastern Aviation Fuels is required to provide a minimum of general liability insurance coverage of $1 million, according to the bid specification form.
The city is sought price quotes for supplying the airport with a price per gallon for 25,000 gallons of Jet A fuel (with Prist, an icing prohibitor) a year and about 18,000 gallons of AV gas 100 LL a year (ordered in tanker lots).
The airport has self-service fuel pumps for aircraft that need refueling when there are no airport personnel available to refuel aircraft.
