Russell was born in Beaufort County on Dec. 13, 1943. He was the son of Lillian Mae Jenkins Manning Phillips and the late Russell Edward Manning.

Russell grew up on a family farm and learned hard work at an early age. He began his career in cosmetology at 20 years old, working alongside his mother. Together they established the finest salon in Washington, Lillian’s Beauty Salon. Russell was an award winning stylist taking trophies at many competitions. He became very popular all along eastern NC. Russell studied under celebrity stylists, such as Jose Eber, Marvin Parsons and Vidal Sasoon, always perfecting his craft. He later established his own salon “Hair Wars.” He eventually returned to Lillian’s and was presently working there. Women loved him as their stylist, and he loved his customers. Just recently, he told his mom how he always loved cutting and styling hair. In his spare time, he enjoyed hunting, fishing, watching old westerns and helping his friends. Russell was an avid reader of Western culture.

In addition to his mother, Lillian Phillips, Russell is survived by two daughters: Tiffany M. Strehl, of Elk River, Minnesota, Leiza H. Manning, of Washington; two brothers, Ramos D. Manning and wife Susan, Norman A. Manning and wife Sandy; sister, Phyllis D. Manning and family friend, Julie Linder; six grandchildren, Mary E. Strehl, Sara K. Strehl, Kristofer K. Strehl, Alexander S. Strehl, Aaron McKinney, Taylor Manning; niece, Melissa M. Moore and husband Lee; and three great-nephews: Justin Moore, Brodie Moore and Bentley Manning.

In addition to his father, Russell was preceded in death by a son, Russell Shane Manning.
