Phillip Elwood Spencer, 57, of Engelhard, died Monday, Sept. 9, 2019. A funeral will be held Sunday, Sept. 15, 2019, at 1 p.m. at Mattamuskeet High School in Swan Quarter. Arrangements are by Rowsom Funeral Home, Columbia.
