Mr. Howard E. Brooks Sr., 89, a resident of Virginia Beach, Virginia, and a former resident of Pantego, died Monday, July 20, 2020, at his home. The family will receive friends at Graham Funeral Home, 1112 Kempsville Road, Chesapeake, on Monday, July 27, 2020, at 11 a.m. A funeral service will begin at noon.
