These costumed participants were part of the Washington Police Department’s Terrorific Spooktacular carnival Friday night at Havens Gardens. More than 100 children and adults attended the event. In the costume contest’s second-and-third-grade division, Conner Mills took first place, Lindsay Swain took second place and Miranda Carawan took third place.
